This is a desk-researched itinerary. I have never stayed in Oarai or Hitachinaka. It is a trip I would like to take, planned as seriously as if I were actually going. Prices and operating information were checked in September 2026, but please confirm the latest details on official websites before you travel.

Where Oarai and Hitachinaka are: about 1 hour 30 minutes from Tokyo by Joban Line limited express, on the Pacific coast of the Kanto region. Illustration for reference.

The plan at a glance

  • Length: 2 days, 1 night in spring (mid-April to early May), from Tokyo by Joban Line limited express.
  • Destination: Hitachi Seaside Park and Oarai (Hitachinaka and Oarai, Ibaraki Prefecture).
  • Day 1: Tokyo → Katsuta → the nemophila hill → Oarai via Mito → a seaside inn → Oarai Isosaki Shrine.
  • Day 2: The Kamiiso torii at dawn → breakfast → a seafood bowl at the Nakaminato fish market → home.
  • Estimated cost: about ¥37,000 per person (two sharing a room, dinner and breakfast included).
  • Bottom line: the reason to stay is the torii at dawn. With ¥100,000, two people can go and still have money left over.

Why Oarai?

Oarai and Hitachinaka, in Ibaraki Prefecture, are places you can visit on a day trip from the Kanto region. This plan deliberately stays the night.

The reason is the Kamiiso torii at Oarai Isosaki Shrine. The gate stands on a rock out in the sea, and the morning sun rises behind it. I have seen it in photos many times, but it is not something you can see on a day trip. You need to be on the shore before dawn, so staying over is the only way. The theme of this plan, then, is a place within day-trip range that has a clear reason to stay the night.

There is one more draw: the nemophila at Hitachi Seaside Park in spring. Time the trip for when the whole hill turns blue, and two days and one night cover both the blue hill and the sunrise behind the torii.

Getting there

  • Tokyo → Katsuta: about 85 minutes on the Hitachi or Tokiwa limited express on the Joban Line. All seats are reserved, and the limited express charge is the same all year round.
  • Katsuta Station → Hitachi Seaside Park: about 15 minutes by bus from the east exit.
  • Katsuta → Mito → Oarai: 6 minutes on the Joban Line, then about 15 minutes from Mito on the Kashima Rinkai Railway's Oarai-Kashima Line.
  • Nakaminato: take the Hitachinaka Seaside Railway's Minato Line from Katsuta Station. It is the closest station to the fish market.

A side note: during nemophila season, a special limited express, the Ao no Zekkei Nemophila, runs directly from Omiya Station to Katsuta Station. For someone in Saitama like me, being able to board it without first heading into Tokyo makes a real difference.

When to go

The nemophila are at their best from mid-April to early May, and during that period a seasonal fee (¥350) is added to the park's admission. I expect Golden Week to be very crowded, so if possible I would aim for a weekday in April.

If you go in winter, Oarai is the home of ankō nabe, anglerfish hotpot. In place of the nemophila, "anglerfish hotpot and the torii at dawn" works as a pairing too.

Model itinerary: 2 days, 1 night

The planned 2-day route: from Katsuta to the nemophila at Hitachi Seaside Park, then a night at a seaside inn in Oarai. On day 2, the Kamiiso torii at dawn and Nakaminato Osakana Market. Illustration for reference.

Day 1: A blue hill, then an inn by the sea

Leave Tokyo on a limited express in the 8:00 hour and you reach Katsuta a little after 9:30. From there, take the bus to the park.

See the nemophila on Miharashi Hill and have lunch inside the park (admission ¥450 plus the ¥350 seasonal fee). It is a big park, so I plan to stay until early afternoon.

In the afternoon, take the Joban Line from Katsuta to Mito, then the Oarai-Kashima Line to Oarai. By my calculations, this connection takes less than an hour.

My first choice for the night is the Oarai Hotel, listed on Rakuten Travel. It is a 5-minute walk from Oarai Isosaki Shrine and 3 minutes on foot from the shore. As I understand it, the stay is all-inclusive, with a buffet dinner and breakfast and even drinks in the lounge, and some rooms come with an ocean-view semi-open-air bath. The main reason I picked it, though, is that the Kamiiso torii is within walking distance.

After checking in, while it is still light, I would visit Oarai Isosaki Shrine and scout out the torii and the path I will walk at dawn.

Day 2: The torii at dawn, and a seafood bowl at the market

Leave the inn 30 minutes before sunrise and head for the Kamiiso torii. In late April, the sun comes up before 5:00. The whole point of staying the night is those few minutes when the sun rises behind the torii on its rock, so oversleeping is not an option.

Go back to the inn for breakfast and check out. Then travel via Mito and Katsuta, and take the Hitachinaka Seaside Railway to Nakaminato for lunch at Nakaminato Osakana Market. I would go for a seafood bowl, or rock oysters if the timing is right.

Return to Katsuta and take an afternoon limited express back to Tokyo, arriving before evening.

Estimated cost per person

Assuming two people share one room:

  • Limited express: Tokyo ⇔ Katsuta round trip, about ¥8,400 (assuming ¥4,200 each way).
  • Local trains and buses: about ¥2,500 (the park bus, the Joban Line, the Oarai-Kashima Line and the Minato Line).
  • Lodging: all-inclusive, about ¥20,000 (a rough figure, with two meals and drinks included).
  • Admission: Hitachi Seaside Park ¥800 (seasonal fee included). The shrine and the torii are free.
  • Two lunches and incidentals: ¥5,000.

Total: about ¥37,000

Of the six trips I have planned so far, this is clearly the cheapest. With ¥100,000, two people can go and still have more than ¥20,000 left over. Everything except lodging comes to ¥16,700 per person, so if you can keep lodging under ¥13,300 per person on the same terms, with two meals and drinks included, the total drops below ¥30,000 per person.

Prices are based on information checked in September 2026. Accommodation prices vary by date and plan.

What I still do not know

This is a desk-researched itinerary, so I want to be honest about what I could not fully confirm.

  • Limited express fares and charges were revised in March 2026, so ¥4,200 one way is only a rough figure.
  • I have not been able to check the individual fares for the Oarai-Kashima Line, the Minato Line or the bus to the park.
  • I will not know the Oarai Hotel's actual plan prices until I enter specific dates. About ¥20,000 is a rough figure.
  • There may be a bus that runs directly from Oarai to Nakaminato, which could be quicker than going via Mito.
  • The Kamiiso torii at dawn is a well-known photo spot, so I will not know how crowded it gets, or where I can stand, until I go.

Conclusion

An hour and a half by limited express, a blue hill, an inn by the sea, the torii at dawn and a seafood bowl: about ¥37,000 per person.

Staying the night somewhere you could visit in a day can seem like an indulgence. But being on the shore at dawn is an experience you cannot buy without staying over. If ¥37,000 buys that, I have a feeling it is worth as much as travelling somewhere far away.
